The song was written by John Taylor, who also co-produced the track with Patty Palazzo. "21st Century Teenager" was recorded seven years previously in 1992 at the home of Taylor, just before the release of Duran Duran's The Wedding Album.

The song is a pop/dance track, released on the Meltdown album on Taylor's own B5 Records. The album was available for purchase through Taylor's own website Trust The Process.
